The Hong Kong Observatory (HKO) has reported that Super Typhoon Ragasa has an extensive circulation with fierce winds, posing a severe threat to the coast of Guangdong. The outer rainbands of Ragasa have already started to affect eastern Guangdong. According to the current forecast, Ragasa will maintain its super typhoon intensity and will be closest to the Pearl River Estuary tomorrow morning (24 September).
Locally, weather conditions are expected to deteriorate rapidly later today. The Observatory will issue the Gale or Storm Signal, No. 8 at 2:20 p.m. today. Depending on the distance between Ragasa and Hong Kong, as well as changes in local wind conditions, the Observatory may issue higher Tropical Cyclone Warning Signals later tonight or early tomorrow morning.
Severe weather is expected tomorrow (24 September), with gale to storm force winds prevailing locally, hurricane-force winds offshore and on high ground, frequent heavy squally showers, and thunderstorms. Seas will be phenomenal with swells, and the Observatory has advised the public to stay away from the shoreline and refrain from engaging in water sports.
Work Arrangements under "Extreme Conditions"
During 'extreme conditions,' employees – except for essential staff with prior agreements to be on duty – are advised to remain in their current location or a safe place, rather than traveling to work. Employers and employees should monitor government announcements closely, as the situation may change rapidly.

Special Traffic News (Transport Department)
The Transport Department has announced the following updates due to adverse weather conditions caused by Super Typhoon Ragasa:
- Ferry Services Adjustments:
- Many ferry services (e.g., Cheung Chau to Central, Mui Wo to Central) have adjusted or suspended schedules.
- Bus Service Updates:
- KMB and Citybus will suspend most daytime services at 4:20 p.m. today. Limited services will be maintained for certain routes during Gale or Storm Signal No. 8.
- High-Speed Rail:
- All train trips after 6:00 p.m. tonight and throughout the entire day on 24 September will be canceled.
- Hong Kong-Zhuhai-Macao Bridge:
- The bridge will close at 3:00 p.m. today, and shuttle bus services will cease operation at 2:00 p.m.
