The Government of the Hong Kong Special Administrative Region has launched a public consultation on “The First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (2026–2030)”.
This marks an important milestone in Hong Kong’s development. The Five-Year Plan provides a high-level strategic roadmap to proactively align with the Mainland’s National 15th Five-Year Plan, setting out clear directions and priorities to drive sustainable economic growth and social progress over the next five years.
The 32-page consultation document outlines six key strategic areas:
- Northern Metropolis & Spatial Planning – Accelerating development of the Northern Metropolis as a major growth engine, increasing housing supply and expanding economic land use.
- Economy, Finance and Trade – Strengthening Hong Kong’s position as a global offshore RMB hub, international asset management centre and aviation hub.
- Innovation, Technology and Industry Development – Advancing the Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone and promoting technology commercialisation.
- People’s Livelihood and Social Development – Enhancing public housing supply, improving living conditions and supporting balanced labour policies.
- Development of Regional Co-operation – Deepening collaboration within the Greater Bay Area, including Qianhai, Nansha and Hengqin.
- Integrated Development of Culture, Sports and Tourism, Green Living and Other Areas – Promoting mega-events, tourism growth and green development initiatives.
The Plan will also reinforce Hong Kong’s role as a key link in the Belt and Road Initiative, creating new opportunities for economic expansion, international cooperation and global connectivity.
The public consultation will conclude on 14 August 2026, and the final blueprint is expected to be released in the third quarter of 2026.
