The Federation attended the briefing jointly conducted by the Home Affairs Department (HAD) and the Fire Services Department (FSD) on 2 September 2026 regarding the provision of smoke hoods at hotel and guesthouse premises. This circular summarises the key information for members’ reference.

Further to the letter issued by the Office of the Licensing Authority of HAD dated 13 August 2026, the briefing covered the enhanced arrangements for placing smoke hoods at hotels and guesthouses, as well as FSD’s procurement guidance for the trade.

Key points are summarised below:

1. Provision arrangements
   Hotel and guesthouse operators are encouraged to place an appropriate number of smoke hoods inside guestrooms to cover the maximum number of permitted occupants. At this stage, there is no specific placement requirement for common areas or staff areas, and operators may decide whether additional provision is necessary having regard to their own operational circumstances.
2. Purpose and function of smoke hoods
   Smoke hoods may help filter toxic gases commonly found in fires, such as carbon monoxide, reduce inhalation risk, and provide short-term respiratory protection to help occupants gain critical time for evacuation or rescue.
3. Recognised standards
   FSD advised that smoke hoods are not approved portable equipment or accepted fire service installations or equipment under the Fire Service (Installations and Equipment) Regulations (Cap. 95B), and therefore prior approval from FSD is not required. Members may refer to products complying with recognised standards, including GB 21976.7-2012, EN 403:2004 and ASTM E2952.
4. Procurement considerations
   When procuring smoke hoods, members should pay attention to relevant certification, conformity markings or product certificates, such as CCC, CE or SEI. Members are advised to request relevant certificates and certificate numbers from suppliers, and to verify product information, including certificate validity, model number and applicable standards, through the relevant official certification platforms where appropriate.
