The Federation of Hong Kong Hotel Owners welcomes the publication of Hong Kong’s first Five-Year Plan for Economic and Social Development (2026–2030) and the Chief Executive’s 2026 Policy Address on 16 September 2026.
The Federation is encouraged by the Government’s commitment to developing Hong Kong into an international tourism hub and the “Events Capital of Asia,” while aligning more closely with the country’s 15th Five-Year Plan and reinforcing Hong Kong’s unique advantages under “one country, two systems.”
We also welcome the emphasis on consolidating and enhancing Hong Kong’s role as the Four Centres and an international aviation hub, which will further support tourism, business travel, mega events and international connectivity.
In particular, we welcome the clear tourism targets, including growth in tourism value added from HK$86.2 billion in 2024 to HK$126 billion by 2030, raising the share of non-mainland overnight visitors to 40%, and positioning Hong Kong as the core demonstration zone for “one trip, multi-stop” itineraries.
